Justin Muturi Exposes Alleged Corruption in President Ruto’s Government

Former Public Service Cabinet Secretary Justin Muturi has made explosive claims about President William Ruto’s administration. In an exclusive interview with NTV’s Fixing the Nation, Muturi opened up about alleged corruption and backdoor deals within the government.

Justin Muturi Accuses Ruto of Double Standards

Muturi, who served under Ruto for two years, did not mince his words. He accused the president of pretending to fight corruption while allegedly engaging in shady multi-billion-shilling deals behind the scenes.

“He is quite a dangerous character. I believe Ruto is unfit to be president. I have no bitterness. This is just my honest assessment,” Muturi stated during the interview.

He claimed that Ruto presents two faces — one to the public and a completely different one in private meetings.

Billion-Shilling Tree Deal With Russian Oligarchs

One of the most shocking revelations was about a KSH. 129 billion tree-planting deal involving Russian investors.

According to Muturi, President Ruto pressured him to sign the deal while he was attending the COP28 summit in Dubai.

“I received a call from the president. He told me the Russians were waiting at the airport with documents ready for signing. I refused. I needed time to review the documents at my office,” he explained.

Muturi added that the funds were being presented as a grant, but the process bypassed proper channels like the National Treasury.

“You can’t channel such large amounts directly to a ministry. It must go through Treasury. The proposed deal was not transparent,” he emphasized.

Arror and Kimwarer Dam Scandal

Muturi also touched on the controversial Arror and Kimwarer dam projects. He claimed that billions were lost due to faulty agreements.

“I refused to sign off on the Arror/Kimwarer dams. The Italian firm had already received billions. In Kimwarer, nothing has been done to date,” he said.

He revealed that Ruto met with top Italian officials to push the deal forward. Muturi, however, declined to approve the project due to concerns over the Ksh.38 billion cost.

“I was invited to attend meetings with the Italian Prime Minister and President. But I couldn’t support a project that was clearly flawed,” he stated.

No Personal Vendetta, Just Facts

Despite the strong allegations, Muturi denied having any personal grudge against Ruto. He insisted that he is simply speaking out for the good of the country.

“I have no vendetta. I can even provide soft copies of all the supporting documents,” he added.

His remarks come just weeks after President Ruto dropped him from the Cabinet. Muturi was replaced by Mbeere North MP Geoffrey Ruku in the latest reshuffle.
