Mosiria Moved in Sakaja’s Major Nairobi Cabinet Shake-Up
Outspoken Environment Chief Officer Reassigned as County Restructures Leadership
Governor Johnson Sakaja has shaken up Nairobi’s leadership once again, and this time outspoken Environment Chief Officer Geoffrey Mosiria sits at the centre of the changes. The governor announced the reshuffle on Tuesday, and he said the move aims to speed up service delivery across the county.
Mosiria has left the Environment docket and now leads Citizen Engagement and Customer Service. His new role places him closer to residents, and it also gives him a platform to push his direct engagement style. Meanwhile, Hibrahim Otieno has stepped into the Environment role after serving in the Medical Facilities docket.

Sande Oyolo now heads Medical Facilities. He shifts from Digital Economy and Start-Ups. Wilson Gakuya takes over that docket after guiding Smart Nairobi. As a result, the ICT and digital services agenda now falls under new leadership.
The changes also touched the Housing and Business sectors. Godfrey Akumali moves to Housing and Urban Renewal, while Lydia Mathia takes over Business and Hustler Opportunities. The swap, according to county insiders, aims to balance experience across the two departments.
Clement Rapudo, better known as Clemos, now runs Smart Nairobi. He leaves the City Culture, Arts and Tourism docket. Earlier, he pushed several creative sector projects, and he is now expected to bring the same energy to ICT growth.
Machel Waikenda remains in Mobility. In addition, he will act as the Chief Officer for ICT Infrastructure. Tony Michael Kimani now leads Social Services and Estate Management. Zipporah Mwangi shifts to City Culture, Arts and Tourism.
Chief Officers manage daily operations, guide staff, and implement county policies. Therefore, Sakaja says the new placements will help the county deliver faster, clearer, and more accountable results for Nairobi residents.
