Deputy President Kithure Kindiki says the government plans to sell confiscated factories and use the proceeds to build rehabilitation centres.

Deputy President Kithure Kindiki has threatened to seize factories producing harmful alcohol and other dangerous substances. He said the government would sell the properties to fund rehabilitation centres.

Speaking at a rally in Kiambu County on October 14, Kindiki outlined a revised enforcement strategy. The plan would target manufacturers of dangerous chemicals and counterfeit products, alongside networks distributing illicit substances.

Harmful alcohol crackdown to target factories

Kindiki said manufacturers would lose factories used to produce the substances through confiscation and forfeiture. The government would then sell those assets and direct the proceeds towards rehabilitation facilities.

The proposed crackdown would also extend beyond factory owners to sellers, suppliers and cartels involved in the trade. Kindiki said targeting both businesses and distribution networks would make enforcement more effective.

His remarks therefore placed manufacturers and their commercial networks at the centre of the proposed approach. He also linked the planned asset sales to funding rehabilitation centres.

Timeline and legal procedures remain unclear

However, Kindiki did not explain the legal procedures the government would follow to confiscate, forfeit and sell factories. He also gave no implementation date for the proposal.

The Deputy President did not specify how many rehabilitation centres the anticipated proceeds would finance. His announcement set out the intended use of the money, but left those funding details unresolved.
