Head of Public Service Felix Koskei calls for fair regulation, stronger oversight and services that meet citizens’ needs.
Head of Public Service Felix Koskei has urged greater public sector accountability to rebuild confidence ahead of Kenya’s 2027 General Election. He called for institutional reform, responsible leadership and services that respond to citizens’ needs.
Speaking at the inaugural Global Trust Summit 2026, Koskei said institutions must turn commitments into practical action. Such efforts, he said, should address everyday concerns and demonstrate that institutions serve the public interest.
Public sector accountability starts with fair decisions
Koskei highlighted regulatory authorities because their decisions directly affect livelihoods, businesses and access to essential services. He urged regulators to apply standards fairly and consistently, while making compliance enforcement transparent.
He also called on those authorities to demonstrate integrity and take responsibility for their decisions. His address linked rebuilding confidence to both institutional conduct and the services people receive.
In addition, Koskei urged effective oversight and measurable results. He said institutions build trust by keeping commitments, accepting responsibility and delivering services that citizens depend on.
Cooperation to strengthen service delivery
Meanwhile, Koskei called for stronger regional and international cooperation to support institutional improvement. He said communities of practice could help institutions exchange experience and adopt approaches that improve service delivery.
His keynote address examined the challenges, prospects and opportunities involved in rebuilding trust from the frontline. Throughout the address, he stressed the need for practical responses to citizens’ concerns.
The summit brought together representatives from government, business, civil society and academia. Media and technology representatives also joined discussions on strengthening institutional credibility and public confidence.
Its theme centred on weaving trust to support a strong global order. Senior government and institutional leaders called for greater transparency, accountability and public engagement as Kenya prepares for the next general election.
