The case concerns alleged breaches between 2009 and 2018, a period that followed the Abu Dhabi takeover and included City’s emergence as regular title contenders. It has placed the financial foundations of one of football’s most successful modern eras under examination.
Since Sheikh Mansour bin Zayed al-Nahyan took control in 2008, City have collected eight Premier League titles, four FA Cups, seven League Cups and their first Champions League trophy. That haul contrasts sharply with the nine major honours, including two league titles, won before the takeover.
The financial case behind the scrutiny
The Premier League brought its charges in February 2023. They included allegations that City inflated sponsorship income from Abu Dhabi companies connected to the club’s ownership and concealed the full salaries of some players and managers through off-the-books payments.
The club was also charged with failing to cooperate with the league’s investigation. Those allegations concern the same period in which substantial investment helped turn City from a mid-table team into a major force.
A separate UEFA case had previously threatened City’s participation in European competition. In February 2020, European football’s governing body found the club guilty of financial fair play breaches and imposed a two-year ban alongside a fine. The Court of Arbitration for Sport subsequently overturned the ban.
Investment changes Manchester’s balance
For supporters who had watched City fall into England’s third tier in the late 1990s, the takeover marked a dramatic shift in expectations. The club had spent years overshadowed by local rivals Manchester United.
Robinho’s move from Real Madrid at the end of the 2008 summer transfer window signalled City’s new spending power. Carlos Tevez arrived from United the following year, adding another edge to the rivalry.
Yaya Toure, David Silva and Sergio Aguero then became central figures in the team that ended City’s 44-year wait for a league title. Aguero’s 94th-minute winner against Queens Park Rangers on the final day of the 2011/12 season took the championship away from United.
That breakthrough began a sequence of eight Premier League titles in 13 seasons, with Roberto Mancini and Manuel Pellegrini both delivering championships before Pep Guardiola’s arrival.
Guardiola lifts City to new heights
Appointed in 2016, Guardiola oversaw six league titles across seven seasons from 2017/18 to 2023/24. That run included four consecutive championships, an unprecedented achievement in English top-flight football.
The defining European success came in 2023, when City won the Champions League alongside the Premier League and FA Cup. They matched United’s distinction as the only clubs to complete that treble.
Commercial growth accompanied the trophies. In 2022, City led the Deloitte Money League for the first time as the world’s highest revenue-generating football club.
Yet the financial proceedings remain an unresolved issue alongside those sporting achievements. The outcome will be central to the continuing debate over how City’s era of dominance is assessed.
