West Mugirango MP Steve Mogaka says Kuwait’s donation has supported school construction in Nyamira County.

West Mugirango MP Steve Mogaka has accused the administrations of former Presidents Mwai Kibaki and Uhuru Kenyatta of holding up a Sh1.9 billion donation from Kuwait intended to build schools in Nyamira County.
Speaking in Nyamira, Mogaka alleged that the money had been donated in recognition of residents who hosted thousands of internally displaced persons following the 2007/2008 post-election violence. He said the funding was intended to improve education infrastructure in the county.
The MP claimed the money remained unavailable through the two former administrations before its release in 2023 under President William Ruto. He did not give details explaining how the funds were allegedly blocked or the circumstances behind the delays.
Donation linked to support for displaced families
Mogaka said the Kuwaiti government offered the donation as a gesture of appreciation for Nyamira residents who accommodated families displaced during the violence. The planned schools, he said, were meant to benefit children in the communities that had provided refuge.
He argued that residents had waited years to see the educational projects take shape, despite the funding having been intended for their benefit. His remarks linked the county’s support for displaced people to the subsequent investment in school facilities.
The allegation against the former administrations remained a claim by the legislator. His account did not identify particular decisions or officials involved in the alleged withholding of the funds.
MP reports 13 schools completed
Mogaka said 13 schools had been completed in West Mugirango Constituency during the first phase of the Kuwait-funded project. He attributed that progress to the release of the money in 2023.
The MP presented the completed schools as evidence that the donation had been available for education projects and was now benefiting local children. While the funding was intended for Nyamira County, the completion figure he gave related specifically to his constituency.
He said the new facilities had reduced congestion and improved learning conditions for pupils. He also pledged to seek additional funding to finish the remaining projects, though he did not specify how much more money would be required.

The legislator thanked the Kuwaiti government for supporting school construction and credited Ruto’s administration with facilitating the release of the donation.
