Ruto’s Cabinet Approves Nairobi Northern Bypass Expansion and State Corporation Reforms

President William Ruto chaired a Cabinet meeting at State House, Nairobi, on Friday, October 9, 2026, to discuss economic reforms and infrastructure development.

Deputy President Kithure Kindiki and Cabinet Secretaries attended the meeting, which focused on government-owned enterprises, transport infrastructure and long-term economic priorities.

Two major decisions included reforms targeting State corporations and the proposed expansion of the Nairobi Northern Bypass.


Cabinet Approves State Corporation Reforms

The Cabinet approved the Government-Owned Enterprises Bill, 2025, which seeks to change how commercial State corporations appoint their leaders.

The proposed framework would establish an independent panel to oversee merit-based appointments.

The reforms target more than 280 commercial State corporations. They aim to strengthen accountability, improve public confidence and address potential conflicts of interest in board appointments. The bill’s next steps will determine how the proposed framework moves towards implementation.


Nairobi Northern Bypass Set for Expansion

The Cabinet also approved the proposed dualling of the 20.2-kilometre Nairobi Northern Bypass. The project plans to introduce additional carriageways to improve traffic flow and ease congestion along the busy route.

It will also include underpasses, overpasses and dedicated non-motorised transport lanes for pedestrians and other road users.

The expansion aims to improve connectivity and support Nairobi’s growing transport needs. However, the project’s implementation will depend on the subsequent planning and execution stages.


Cabinet Reviews Economic Priorities

The meeting also addressed fiscal stability and green development as part of the government’s broader economic agenda.

The discussions followed preparatory Cabinet Committee meetings led by Kindiki earlier in the week. The resolutions reflect the government’s focus on State corporation governance and infrastructure investment.

The proposed bypass expansion could affect daily travel for Nairobi motorists and other road users once implemented. Meanwhile, the proposed State corporation reforms could reshape how the government appoints leaders to commercial public institutions.
