IPOA Chairman Isaac Hassan Resigns After Court Appointment

Isaac Hassan has formally resigned as chairman of the Independent Police Oversight Authority following his appointment to the Court of Appeal.
He stepped down on Tuesday, February 17, weeks after accepting the judicial role in Nakuru.

Consequently, the authority announced an interim leadership transition to maintain operational stability.
The board confirmed that Vice Chairperson Ann Wanjiku Mwangi will serve as acting chairperson.

Interim Leadership Takes Over

The authority moved quickly to prevent disruption during the transition period. Therefore, Ann Wanjiku Mwangi immediately assumed the interim leadership role.

She previously appeared before the Senate during investigations into blogger Albert Ojwang’s death. During testimony, she argued that key CCTV footage showed signs of tampering.

Her appointment signals continuity in oversight operations and active investigations. Meanwhile, the board emphasized that IPOA’s mandate remains unchanged.

Hassan’s Reform Legacy at IPOA

During his tenure, Hassan introduced major accountability and modernization reforms. Most notably, he helped design the IPOA Strategic Plan 2025–2030.

He developed the framework alongside Martha Koome to rebuild public trust in policing. Additionally, he pushed for mandatory police body cameras nationwide.

He also proposed banning unmarked police vehicles to reduce abuse of power. Although implementation remains pending, the reforms shaped policy discussions.

Focus on Protest Accountability

Hassan prioritized investigations into protest-related deaths after the 2024 Gen Z demonstrations. IPOA registered sixty cases and closed twenty-two investigations internally.Hassan

Furthermore, the authority forwarded several files to prosecutors for possible criminal charges. He also recommended creating an independent forensic laboratory.

The proposal aimed to separate investigations from police influence. As a result, credibility in oversight processes became a central theme.

Strengthening Global Partnerships

Hassan expanded IPOA’s international partnerships to improve institutional capacity. He signed a cooperation agreement with the African Policing Civilian Oversight Forum for training support.

Additionally, he worked with the British High Commission on governance programs. These collaborations strengthened investigative standards and staff development.

Finally, he promoted dialogue with regional security agencies to enhance cooperation. His resignation marks the end of a reform-focused leadership chapter.
