Kisumu County’s ECD regulations launch marks a shift towards implementing standards for early learning and child welfare.
The new framework sets out requirements for ECD centres and daycare facilities, covering registration, learning environments, nutrition and child welfare.
Kisumu County has launched its 2026 Early Childhood Development (ECD) regulations to strengthen early learning and daycare services.
The framework sets standards for establishing and managing ECD centres across the county.
It also covers registration, learning infrastructure, nutrition programmes and children’s welfare.
The regulations aim to put the Kisumu County Early Childhood Development Education Act, 2023, into practice.
County officials described the framework as a major step towards improving early childhood services.
New Rules Set Centre Standards
County Executive Committee Member John Awiti said the regulations would guide ECD centre registration and management.
They also establish standards for learning environments and facilities serving young children.
Additionally, the framework provides guidelines for nutrition and feeding programmes.
Awiti said the regulations would help translate the county’s ECD law into practical measures.
The requirements bring education and child welfare standards under one operational framework.
Nutrition Key to Child Development
County Chief Officer Bovince Ochieng said implementation would focus on children’s overall development.
He highlighted proper nutrition as an important part of early childhood development.
According to Ochieng, the county will consider children’s mental, psychological and academic development.
Suitable infrastructure and an appropriate curriculum will also support the regulations’ objectives.
Meanwhile, Ochieng called for stronger cooperation between the county, education stakeholders and development partners.
Such partnerships will help support implementation across different areas of the ECD sector.
County Moves to Implementation
Director of Education for Early Childhood Wilikister Odera said the county would now focus on implementation.
She pledged to work with officials and stakeholders to put the Act and regulations into practice.
Odera also said the county would engage partners to identify areas for collaboration.
The goal is to ensure every part of the framework receives attention during implementation.
Assembly leaders and county officials attending the launch also pledged their support.
They said the regulations would provide a legal framework for coordinating ECD services and child welfare programmes.
As implementation begins, Kisumu will work with centre managers, teachers, parents and development partners.
The collaboration will help improve learning environments, nutrition and welfare for children across the county.
