Ruto Proposes Death Penalty for Drug Traffickers

Government Drafts Tougher Law
President William Ruto announced plans to draft a new law targeting drug and substance abuse offences. Moreover, the proposed legislation would make such crimes capital offences, punishable by hanging.

Announcement in Uasin Gishu
Speaking in Uasin Gishu on January 3, Ruto defended his tough stance. Additionally, he said he was ready to face consequences from pushing stricter laws.

Targeting Illicit Alcohol and Drugs
The law will specifically target individuals selling illicit alcohol and hard drugs. Consequently, Ruto argued current penalties have failed to deter traffickers, leaving families exposed to harm.

Existing Penalties Criticized
Ruto explained current laws allow offenders to pay fines of Ksh1 million. Therefore, the new law would scrap fines and introduce the death penalty for traffickers.

Asset Confiscation Proposed
The legislation will also allow confiscation of assets linked to illegal trade. Furthermore, vehicles and property acquired through drug proceeds would be seized by the state.

Call for Parliamentary Support
Ruto urged Members of Parliament to support the bill. He emphasized that five million Kenyans affected by drug abuse represent an unsustainable crisis.

New Anti-Narcotics Unit Planned
Days earlier, Ruto announced creation of a strengthened Anti-Narcotics Unit within the DCI. Additionally, the unit will mirror the elite Anti-Terrorism Police Unit in training and capability.

Advanced Training and Tools
Officers will undergo paramilitary training and use modern surveillance, forensic, and financial investigation tools. Moreover, the unit will complement NACADA as a permanent multi-agency team.

Ruto’s proposal signals intensified war against drugs and illicit alcohol. Ultimately, the government aims to protect communities through stricter laws and enhanced enforcement.
