Ruto Unveils Policy to Empower Minorities

Cabinet Approves Transformative Blueprint
President William Ruto announced Cabinet approval of the National Policy on Ethnic Minorities, Indigenous, and Marginalised Communities. Moreover, he described it as a transformative blueprint mandating changes in public service hiring.

Policy Targets Inclusion and Representation
The policy seeks full integration of marginalised communities across government institutions. Additionally, it aligns with constitutional requirements to ensure fair representation in public service.

Milestone in Addressing Inequalities
Speaking during International Minorities Day at State House, Ruto termed the approval a major milestone. Consequently, the policy will now be forwarded to Parliament for consideration and adoption.

Mandatory Requirements in Public Service
Ruto emphasized that ministries, departments, and counties must include minorities in recruitment. Furthermore, leadership positions will reflect fair representation of indigenous and marginalised communities.

Affirmative Action and Investments
The policy mandates affirmative action in public service and procurement. Additionally, targeted government investments will sustain economies in minority-dominated regions.

Access to Credit and Education
Ruto announced affirmative action in access to credit for marginalised communities. Moreover, nomadic mobile schools will be established to support pastoralist and mobile learners.

Education Funding Allocated
The Ministry of Education will allocate Ksh200 million annually. Specifically, funds will build, upgrade, and equip schools and colleges in minority areas.

New Directorate for Oversight
Ruto revealed the creation of the Minorities and Marginalised Communities Directorate. Additionally, the National Council of Ethnic Minorities will strengthen oversight and coordination.

Elevation of Presidential Unit
The Minorities and Marginalised Affairs Unit will become a semiautonomous agency. Therefore, it will gain legal and financial authority to safeguard minority rights.

Ensuring Accountability in Governance
Ruto concluded that the policy will accelerate mainstreaming of minority rights. Consequently, accountability in government hiring and development planning will be strengthened.
