Ruto Confers Senior Counsel Rank on 54 Kenyan Advocates

President William Ruto has conferred the Senior Counsel rank on 54 Kenyan advocates. The names appear in a special Kenya Gazette notice issued on December 10, 2025. The honours followed recommendations by the Committee on Senior Counsel after a rigorous vetting process.

The committee, chaired by Senior Counsel Philip Murgor, proposed the names on December 4, 2025. The team reviewed qualifications and selected advocates who met the legal and ethical standards.

President Recognises Exemplary Legal Service

President Ruto invoked Section 17(1) of the Advocates Act to bestow the honours. He said the rank recognises exceptional service and major contributions to Kenya’s legal development.

Most Inclusive Cohort in Kenya’s History

This group is Kenya’s most diverse cohort of Senior Counsel. The number of Senior Counsel has now risen from 66 to 120. The list features 16 women and respected legal minds from various regions.

Notable Figures Among the Honourees

Key names include Moses Wetang’ula, Noordin Haji, Prof. Kivutha Kibwana, PLO Lumumba, Ambrose Rachier, Nelson Havi, and Elisha Ongoya. The recognition takes effect immediately.

Prestige and Privileges of Senior Counsel

The new Senior Counsel members gain precedence, privileges, and national recognition. The title mirrors the Queen’s or King’s Counsel rank in other Commonwealth nations.

Requirements for Senior Counsel Status

A Senior Counsel must serve for at least 15 years. The advocate must also show high competence, deep legal mastery, and unwavering professional integrity.
