Smart Driving Licenses Approved to Modernize Kenya’s Transport System

Landmark Decision for Transport Modernization
On December 15, the Cabinet approved second-generation smart driving licenses. Moreover, the rollout aims to modernize Kenya’s transport system and enhance road safety.

Public-Private Partnership Model
The licenses will be introduced through a public-private partnership. Additionally, the model ensures innovative financing and efficient implementation.

Features of Smart Driving Licenses
The new licenses will integrate instant fine systems, mobile license wallets, and driver merit and demerit points. Consequently, they will streamline enforcement and improve compliance.

Embedded Chip Technology
Each license will feature an embedded chip storing driver data and history. Furthermore, the cards will enable digital payments and secure record storage.

Enhanced Enforcement Management
The smart licenses will improve enforcement management with advanced security and electronic wallets. Additionally, drivers will access services through mobile applications.

NTSA Announces Mandatory Retests
The NTSA confirmed mandatory retests for drivers flagged by the Intelligent Road Safety Management System. Therefore, some drivers may lose licenses if they fail compliance checks.

Intelligent Road Safety Monitoring
The IRSMS monitors vehicle speed, driver conduct, braking habits, and route adherence. Moreover, it issues real-time alerts for violations such as speeding and reckless overtaking.

NTSA Emphasizes Road Safety
On November 16, NTSA Director General Angela Wanjira stressed the importance of driver retests. She noted that the initiative will prevent accidents during the festive season.

Retraining for Non-Compliant Drivers
The IRSMS analyses violations and generates alerts for offenders. Consequently, NTSA will target flagged drivers for retraining to improve road safety.
