County Government of Siaya Suspends Officer Over Remarks on James Orengo

On February 25, county officials confirmed the suspension of Richard Omondi Odhiambo. Odhiambo serves as County Information Management Officer in Siaya.

The county acted after reviewing remarks he made on February 21. He spoke during an Orange Democratic Movement rally. The event took place in Kisumu County.

What the Officer Said at the Rally

During the rally, Odhiambo criticised Governor James Orengo. He questioned the governor’s leadership and party loyalty. Furthermore, he accused Orengo of undermining ODM’s political strength in Ugenya.

“I have warned him repeatedly,” Odhiambo told supporters.

He claimed the governor ignored advice from party members. Additionally, he alleged that Orengo failed to consult senior ODM leaders.He also questioned the governor’s loyalty to party leader Raila Odinga.

His remarks quickly spread across social media platforms. Consequently, they triggered mixed reactions from the public. While some defended him, others condemned his language.rally

County Cites Gross Misconduct

In a formal suspension letter, the county termed his remarks offensive. Officials described them as derogatory and disrespectful toward the governor. Therefore, the administration classified the incident as gross misconduct.

The letter cited violations of the Public Officer Ethics Act. It also referenced the Public Service Human Resource Policies Manual.

According to the notice, his conduct amounted to insubordination. As a result, the county suspended him with immediate effect.

Suspension Takes Immediate Effect

The county invoked Section 44 (4) (d) of the Employment Act. Officials directed him to hand over all government property. Additionally, he must submit a written explanation within seven days.

He must show cause why further disciplinary action should not follow. Possible penalties include dismissal from public service.baba

The suspension highlights rising political tensions within ODM ranks. It also underscores the risks public officers face during political engagements.
