Applying for a Certificate of Good Conduct in Kenya is now easier, with most of the process available online through eCitizen.
Also known as a Police Clearance Certificate, the document is issued by the Directorate of Criminal Investigations (DCI). It is commonly required for employment, immigration, scholarships and other official applications.
How Much Does Good Conduct Cost?
The current application cost is KSh1,050. This includes a KSh1,000 Police Clearance Certificate fee and a KSh50 eCitizen access fee.
Before applying, ensure you have your own eCitizen account. DCI warns that applicants should use their own accounts when applying for their certificates.
Step 1: Apply Online
Visit the official DCI eCitizen portal and log in using your eCitizen account.
Select the Police Clearance Certificate service and choose the adult application option.
You will then select your preferred fingerprinting location.
Complete the application details and make the required payment.
After successful payment, download your documents.
You need two copies of the invoice and one C24 form printed on both sides of an A4 sheet.
Step 2: Go for Fingerprinting
Visit the location selected during your application. DCI says fingerprints can be taken at all Huduma Centres countrywide, DCI Headquarters and other designated locations.
Adults should carry their:
- Original National ID
- ID photocopy
- Two printed invoices
- C24 fingerprint form
Applicants must appear in person for fingerprint and palm-print recording.
For applicants aged 16 and 17, the application is made through a parent or guardian’s eCitizen account.
The minor should present the required documents, including the original birth certificate.
Step 3: Download Your Certificate
After fingerprinting, DCI processes the application and sends an SMS when the certificate is ready. You can then log into your eCitizen account and download the Police Clearance Certificate.
DCI says its upgraded biometric system has reduced the processing turnaround from the initial two weeks to 24 hours, although processing can depend on the circumstances of each application.

Always use the official DCI eCitizen portal. Avoid agents promising to speed up your certificate for extra money.
