Lt Gen David Ketter signed contracts with Formation Commanders at Kahawa Garrison, setting targets for readiness, efficiency and resource management.
Kenya Army performance contracts will set measurable targets for senior commanders to improve readiness, efficiency and resource management. Commander Kenya Army Lieutenant General David Ketter signed the agreements with Formation Commanders at Kahawa Garrison.
The contracts aim to turn military leadership directives into measurable operational and institutional results. They also establish targets for implementing the Service’s strategic priorities.
The Kenya Defence Forces said the framework would align command efforts, improve resource use and strengthen oversight. During the ceremony, Ketter urged senior officers to take ownership of results and execute their responsibilities with discipline.
Army performance contracts reinforce resource oversight
Ketter challenged commanders to maintain the Army’s performance despite fiscal constraints. He also called for greater operational effectiveness, efficient use of resources and continued institutional improvement.
Recognising the previous financial year’s achievements, he noted the Army’s contribution to the Ministry of Defence’s public service assessment. The ministry attained a Very Good rating in that assessment.
To sustain that performance, Ketter urged commanders to combine effective leadership with accountability for results. The contracts place those responsibilities alongside measurable targets for the Army’s strategic priorities.
The Army said the engagement sought to connect those priorities with performance while reinforcing accountable leadership.
Commanders review readiness and soldiers’ welfare
After the signing, senior officers attended the 2026 Formation Commanders Conference. Its theme centred on sharpening command through focused leadership and total readiness.
The conference brought together Formation Commanders, Commandants, Chiefs of Branches and other senior officers. Participants assessed command performance and force readiness, while also reviewing implementation of resolutions from the 2025 conference.
Discussions covered leadership effectiveness, operational preparedness, soldiers’ welfare, discipline, morale and cohesion. Officers also examined ethical resource management and institutional gaps, exploring practical measures to strengthen responses to an evolving security environment.
The Kenya Army said both engagements aimed to maintain a professional, cohesive and mission-ready force. Together, they focused on aligning strategic priorities with measurable performance and reinforcing accountable leadership.
