President William Ruto says the Ksh3 billion road linking Nairobi CBD and Upper Hill is progressing towards completion in May 2027.

The Ksh3 billion Kenyatta Avenue viaduct is more than 50 per cent complete, President William Ruto has announced. The elevated road will connect Nairobi’s Central Business District with Upper Hill.

In a social media statement, Ruto said construction was progressing towards completion in May 2027. However, that target comes after a revision of the earlier December 2026 deadline.

Kenyatta Avenue viaduct to improve CBD connections

The project includes a one-kilometre elevated dual carriageway, with reinforced concrete piers supporting the road structure. It aims to improve connections between the city centre and Upper Hill, which hosts major businesses and institutions.

Once complete, the viaduct is expected to ease congestion along the busy Kenyatta Avenue corridor. It will also give motorists an alternative route into and out of Upper Hill.

The project is expected to improve movement within Nairobi CBD and reduce pressure on existing roads, particularly during rush hours. Meanwhile, the government continues to pursue wider infrastructure works aimed at improving transport connections across the capital.

Structural work and payment disputes delayed construction

The Kenya Urban Roads Authority (KURA) attributed the revised completion timeline to construction constraints. In particular, the authority said the complexity of structural work on the flyover had extended the construction period.

KURA also noted that installing columns and steel components requires precise engineering and work in carefully planned stages. Those requirements have contributed to the project taking longer than initially expected.

Construction began in September 2020, but payment disputes with contractors later delayed work for several years. Work then resumed in July 2025.

The viaduct forms part of broader infrastructure works that include the Valley Road-Kenyatta Avenue/Ngong/Nyerere Interchange. The wider works also include the Upper Hill-Haile Selassie Overpass projects.
