Nairobi County performance contract evaluation

City Hall is checking departmental achievements and public spending, with 14 sectors already assessed.

The Nairobi performance evaluation is underway as City Hall reviews its 2025/2026 performance contracts across county departments. The end-term exercise aims to strengthen accountability and assess whether public resources deliver tangible benefits to residents.

The Directorate of Performance Management, under the Office of the County Secretary, is leading the review. Festus Macharia coordinates the countywide exercise, while James Njeru serves as deputy coordinator.

Evaluators will verify reported achievements and identify challenges that departments faced when implementing their commitments. They will also check whether departments met their performance targets and used public resources effectively.

Nairobi performance evaluation covers 14 sectors so far

Fourteen core sectors have already undergone assessment, including Health, Mobility and Works, Disaster Management, Urban Planning and Digital Economy. Next, the evaluation team expects to review the Finance and Economic Planning Affairs Sector as the exercise nears completion.

Njeru said the county was moving beyond reporting promises to measuring practical benefits for Nairobi residents. The team is therefore placing emphasis on measurable results and evidence when assessing departmental achievements.

The findings will also inform the county’s final institutional performance rating for the 2025/2026 financial year. That rating is expected to give an overview of how departments performed against their commitments.

Through the review, City Hall aims to improve service delivery and strengthen its performance management system. It also seeks to keep county departments accountable for commitments they made to residents.
