Speed limiter compliance for PSVs and commercial vehicles

PSV and commercial vehicle owners must present eligible vehicles to approved vendors within seven days of applying through NTSA’s digital system.

The National Transport and Safety Authority (NTSA) has set a seven-day deadline for speed limiter installation after vehicle owners submit online applications. The requirement covers eligible public service vehicles (PSVs) and commercial vehicles.

It applies to PSVs carrying seven passengers or more and commercial vehicles with a tare weight of at least 3,048 kilogrammes. Owners must link their vehicles to approved vendors through the Intelligent Road Safety Management System (IRSMS).

NTSA says the digital process supports real-time compliance monitoring. The seven-day window starts after an owner submits an application through the platform.

How to apply for speed limiter installation

Owners first register on the IRSMS portal using their KRA PIN and national identification details. They then verify their accounts with a one-time password sent to their registered mobile numbers.

Once an owner logs in, the platform automatically retrieves eligible vehicles from the Transport Integrated Management System (TIMS). The owner can then select a vehicle and choose an NTSA-licensed speed limiter vendor.

After submitting the application, the owner must take the vehicle to that vendor within seven days. Otherwise, the application expires, and the owner must apply again.

The vendor installs the limiter and registers it on the system. Before generating a digital fitting certificate, the vendor must confirm that the device transmits data for at least 15 minutes. The certificate remains valid for 12 months.

Vendor transfers and support

Meanwhile, owners who want to change their selected vendor must submit an online transfer request. NTSA must approve the request before the owner can proceed with the change.

Once approval comes through, the owner has 72 hours to act. The platform also allows owners to track their transfer requests through the different stages.

NTSA says the system lists only approved, active speed limiter vendors. It also automatically removes suspended providers from the available choices.

Owners can access the service through irsmowners.ntsa.go.ke. For assistance with the process, they can email irsmsqueries@ntsa.go.ke or call NTSA on 0709932300.
