The former Attorney General urges IEBC to resume its technology tender evaluation and account for delays ahead of the August 2027 polls.

Former Attorney General Justin Muturi has criticised IEBC election preparations, demanding the immediate recall of officials handling technology procurement. He accused the commission of contributing to delays ahead of the August 2027 General Election.

Speaking on behalf of the United Alternative Government, Muturi challenged the commission’s explanation that litigation threatened its preparations. He argued that internal decisions were also slowing progress on critical tasks.

His statement followed an Independent Electoral and Boundaries Commission warning that election technology court cases could disrupt preparations. However, the commission has maintained that it has enough time to procure and test the technology.

Muturi questions IEBC election preparations

Muturi claimed the electoral agency had fallen behind on several milestones under its Election Operations Plan. He said those delays raised concerns about its ability to deliver a credible election.

He also questioned why the Chief Executive Officer and Head of Procurement were reportedly abroad during critical procurement work. In addition, he alleged that the commission had paused the technology tender evaluation to allow committee members to travel.

Muturi argued that the commission could not seek faster court decisions while suspending its own processes for foreign travel. The United Alternative Government therefore called for the immediate recall of all officers essential to procurement.

The group also urged IEBC to resume the tender evaluation without further delay. Muturi said the commission needed to demonstrate urgency and accountability over decisions affecting the next election.

Technology tender costs draw scrutiny

Meanwhile, Muturi warned against awarding the technology contract at inflated prices. He maintained that some bidders with established reputations had submitted proposals within the approved procurement plan’s budget.

He argued that a higher-priced award would raise questions about public spending if compliant, responsive bids met the budget. The group also called for a transparent and fair process that follows the Public Procurement and Asset Disposal Act, 2015.

The procurement concerns the Integrated Elections Management System, which will support voter identification and election results transmission and management. The tender has faced legal and procurement challenges, including reviews of its requirements by the Public Procurement Administrative Review Board.

IEBC has called for speedy resolution of court cases affecting the process. The United Alternative Government, meanwhile, urged the agency to protect public funds and safeguard the credibility of the 2027 polls.
